melee weapons targeting touch AC

Is there a way to make a melee weapon; such as a whip, sword, mace, or spear; target the touch AC?

I think the brilliant energy weapon enhancement might be as close as you can get.  Not quite a touch attack, but pretty close.

Emerald razor maneuver. My favorite.

Poison ring weapon, Dragon Compendium.  All its attacks are touch attacks, but it only does base 1 damage.  At least it's a simple weapon, so nearly everyone can wield it proficiently.
